Rule 5 - The Association Headquarters

(a)
The Associates of the Association include all the Foreign Scout Units duly recognised as such by the Association Headquarters.
(b)
Foreign Scout Units are Scout Units registered with their own National Scout Organisations, which are members of the World Organisation of Scout Movement, for conducting scouting activities to their members and/or nationals residing in Hong Kong with the consent of the Association.
