Rule 5 - The Association Headquarters
| Rule 5.21 | Subsidiaries of the Association |
| Rule 5.21.1 | The Association may form, approve or recognise part of its formations or units as Subsidiaries of the Association. |
| Rule 5.21.2 | The Association Headquarters shall keep a record of all Subsidiaries of the Association. |
| Rule 5.21.3 | All the Constitutions, Conditions of Membership, Rules and Regulations of the Subsidiaries of the Association and their amendments shall require the approval of the Executive Committee. |
| Rule 5.21.4 | The Executive Committee may from time to time make, alter or amend the Constitutions, Conditions of Membership, Rules and Regulations of the Subsidiaries of the Association. |
| Rule 5.21.5 | The Subsidiaries of the Association include but not limited to: (a) Friends of Scouting Organisation; (b) The Baden-Powell Scout Club of Hong Kong; (c) Commissioners' Club; (d) Baden-Powell International Limited ; (e) The Scout Shop of Hong Kong; (f) Hong Kong Scout Centennial Club. |
| Rule 5.21.6 | The nominations for President and Chairman of any Subsidiary of the Association shall require the approval of the Chief Commissioner. |
