Rule 4 - The Scout Region
Rule 4.6 | Appointment of Regional Lay Members |
Rule 4.6.1 | Regional Lay Members are appointed in the following procedures: (a) The Regional President The Regional President is nominated by the Regional Commissioner and appointed by the Chief Commissioner. The appointment is confirmed by the Regional Scout Council at its Annual General Meeting. His total term of office for any continuous period shall not be more than ten consecutive years. (b) The Regional Chairman The Regional Chairman is nominated by the Regional Commissioner in consultation with the Regional President and appointed by the Chief Commissioner. The appointment is confirmed by the Regional Scout Council at its Annual General Meeting. His total term of office for any continuous period shall not be more than ten consecutive years. (c) Regional Honoray Presidents, Regional Vice-Presidents and Regional Vice-Chairmen Regional Honorary Presidents are honorary appointments nominated by the Regional Commissioner in consultation with the Regional President and Regional Chairman, and their appointments are confirmed by the Regional Scout Council at its Annual General Meeting. Regional Vice-Presidents and Regional Vice-Chairmen are nominated annually by the Regional Commissioner in consultation with the Regional President and Regional Chairman respectively and are elected by the Regional Scout Council at its Annual General Meeting. There shall be no more than five Vice-chairmen in a Region. (d) The Regional Secretary and the Regional Treasurer The Regional Secretary and Regional Treasurer are nominated by the Regional Commissioner and elected by the Regional Scout Council at its Annual General Meeting. (e) Other Lay Members Elected Members in the Region are elected by the Regional Scout Council at its Annual General Meeting, and Co-opted Members are co-opted by the Regional Executive Committee and confirmed by the Regional Scout Council at its Annual General Meeting. |
Rule 4.6.2 | Limitation of Regional Lay Member Appointments The offices of the Regional President, the Regional Vice-President, the Regional Chairman, the Regional Vice-Chairman, Regional Secretary and the Regional Treasurer shall not be combined, and shall not be held by a Warranted Leader within the same Region. |
Rule 4.6.3 | Age Limits The minimum age for the appointment of Lay Members in the Region is eighteen and there is no retirement age. |
Rule 4.6.4 | Records of Regional Lay Member Appointments The Regional Commissioner shall furnish relevant information of the Lay Members of the Region to the Association Headquarters within thirty days of their appointments. |
Rule 4.6.5 | Termination of Regional Lay Member Appointments The appointment of a Regional Lay Member may be terminated by: (a) the resignation of the holder; (b) the holder acquiescing when notified that a recommendation is to be made for the termination of his appointment by the Regional Executive Committee; (c) the expiry of the period of appointment; (d) confirmation by the Chief Commissioner of the termination of appointment following suspension under 1.3.7; (e) the Chief Commissioner's direction. |
