Rule 3 - The Scout District
Rule 3.6 | Appointment of Lay Members in the Scout District |
Rule 3.6.1 |
District Lay Members are appointed in the following procedures: (a) The District President and the District Chairman The District President and the District Chairman are nominated by the District Commissioner with the endorsement of the Regional Commissioner, and their appointments are confirmed by the District Scout Council at its Annual General Meeting. (b) District Honorary Presidents District Honorary Presidents are honorary appointments nominated by the District Commissioner in consultation with the District President, and their appointments are confirmed by the District Scout Council at its Annual General Meeting. (c) District Vice-Presidents District Vice-Presidents are nominated by the District Commissioner in consultation with the District President and elected by the District Scout Council at its Annual General Meeting to assist and deputise for the District President. (d) District Vice-Chairmen District Vice-Chairmen are nominated by the District Commissioner in consultation with the District Chairman, and are elected by the District Scout Council at its Annual General Meeting. There may not have more than five District Vice-Chairmen in each District. (e) The District Secretary and the District Treasurer The District Secretary and the District Treasurer are nominated by the District Commissioner and elected by the District Scout Council at its Annual General Meeting. (f) Other Lay Members Other Lay Members in a District are elected by the District Scout Council at its Annual General Meeting, and Co-opted Lay Members are invited and co-opted by the District Executive Committee and confirmed by the District Scout Council at its Annual General Meeting. |
Rule 3.6.2 |
Limitation of District Lay Member Appointments The offices of the District President, the District Vice-President, the District Chairman, the District Vice-Chairman, the District Secretary and the District Treasurer shall not be combined and shall not be held by a Warranted Leader within the same District. |
Rule 3.6.3 |
Age Limits The minimum age for the appointment of Lay Members in a District is eighteen and there is no retirement age. |
Rule 3.6.4 |
Records of District Lay Member Appointments The District Commissioner shall furnish relevant information of the Lay Members of the District to the Association Headquarters within thirty days of their appointments. |
Rule 3.6.5 |
Termination of District Lay Member Appointments The appointment of a District Lay Member may be terminated by: (a) the resignation of the holder; (b) the holder acquiescing when notified that a recommendation is to be made for the termination of his appointment by the District Executive Committee; (c) the expiry of the period of the appointment; (d) the dissolution of the District Council or the District Executive Committee, following the cancellation of establishment of the District; (e) confirmation by the Chief Commissioner of the termination of the appointment following suspension under 1.3.7; (f) the Chief Commissioner's direction. |
