The following procedures shall be followed if informal efforts to resolve disputes have been made and failed: (a) Any dispute between Commissioners or involving a Commissioner in a District shall be referred to the Regional Commissioner. (b) Any dispute between other adult Members of the District shall be referred to the District Commissioner. (c) If the District Commissioner is unable to resolve the dispute, or if he is himself involved, he shall refer the matter to the Regional Commissioner. (d) If the Regional Commissioner is unable to resolve the dispute, he shall refer the matter to the Chief Commissioner for a decision, which shall be final. (e) All parties in the dispute shall be given reasonable opportunity to state their cases and be heard. |
