The following procedures shall be followed if informal efforts to resolve disputes within a Scout Group have been made and failed: (a) Any dispute between Scouters within the Group shall be referred to the District Commissioner, who will mediate in consultation with the Group Scout Leader and the Sponsor or its representative if there is any. (b) Any dispute between any Scouter and the Sponsor or the Group Council shall be referred to the District Commissioner and the District Executive Committee. (c) If the District Commissioner and/or the District Executive Committee is unable to resolve the dispute, it shall be referred to the Regional Commissioner. (d) All the parties in the dispute shall be given reasonable opportunity to state their cases and be heard. |
