The objective of the Personnel Branch is to render efficient personnel management services to the Association and to effect the Association's formulated human resources policies. The Association currently employs some 240 full time and part time salaried staff to assist the development of Scout Movement so as to achieve the mission of the Association.
The Personnel Branch operates under the supervision of the Staff Panel. The Panel comprises of senior Commissioners and personnel experts, which is responsible for the formulation and execution of the Association's human resources policies and corresponding guidelines.
Staff Panel is to advise the Deputy Chief Commissioner (Management) on the following matters relating to salaried staff:
- Policies relating to recruitment, transfer, promotion and resignation
- Training and career development
- Salary and benefits
- Disciplinary action
- Processing of personal data
- Performance appraisal
- Structure and establishment
To make good the development of Scouting in Hong Kong, the Association considers its staff one of the most valuable resources. To enable the Association to operate smoothly and to achieve its mission, the Personnel Branch has to build up and to maintain a stable, competent and efficient team of salaried staff. Its main duties includes:
- To assist the Staff Panel in formulating the Association's personnel policies and guidelines; and
- To ensure the proper execution of such policies and guidelines; and
- To handle routine personnel management matters
